This report is provided as a public service by Border Guardians, Inc. (borderguardians.org). There are parts of it that are already public knowledge, and numerous documents and transcripts from either private conversations or private emails with participants.
There is no breach of confidentiality here, as all participants gave their permission to quote them in this report. Public servants are exceptions to this confidentiality, as all of their actions and conversations should be transparent to the public which they serve.
Until now, borderguardians has maintained this website as a public service, occasionally offering items such as Tshirts and DVDs for sale. This can no longer continue, and the website needs to support itself. Therefore, you will find that certain documents and audio tapes attached to this report are pay-per-click. They are worth it.
